Star Trek dealt with this in 1995. Incidentally at the time this show was filmed and aired there was discussion of doing the same thing in parts of Los Angeles and this show along with a heap of common sense prevented it from happening. Looks like whoever owns the syndication rights to the series should start airing some reruns.

why would the government spend millions on building a wall, instead of using that money to help people out of poverty?
